If a building inspector approves a building or application plan but such a plan approved it did not comply with the National Building Regulation and Building standards act clause 3, No name on plan, no professional registration number of registered professional allowed to perform the work in accordance with the Architectural Professions act? 

Did he or she themselves commit and offence in approving such a plan where they could not have been satisfied that the plan submitted complied with the National Building Regulations act or the Architectural Professions Act as is required in

Clause 7 of the Building Regulations Act: ‘Approval by Local Authorities in Respect of Erection of Buildings(1) If a local authority, having considered a recommendation referred to in section 6(1)(a)-(a) is satisfied that the application in question complies with the requirements of this Act andany other applicable law, it shall grant its approval in respect thereof;[Para.
